Josef Naus was the highest ranking offical who led a mission to Persia in 1898 to develop a nationwide custom and excise framwork for the country. Jérôme Priem formed part of the initial team and indeed was given responsibility for customs and excise in Tabriz. Given the success of the framework, Josef Naus was effectively appointed the Persian Minister for Finance. However, he left the country in 1907, or a year after the constitutional revolution.
