This photograph forms part of a group of images relating to Iran's first railway line which connected Tehran to the shrine of Abdul Aziz located in Rey. As such, it may reflect that equipment for the railway was transported from Belgium through the Port of Baku (where indeed a workshop was established), on its way to Tehran via the Port of Anzali in Northern Iran.
